Why is there a fee?

The one-time creation fee is a spam control: it makes a ring cost something to stand up while keeping day-to-day governance (every admit, evict, and policy change) free. It also covers the Hedera Consensus Service transaction costs, indexing, API hosting, and ongoing development of the H-Pact service. Payment is handled via the x402 protocol at the time of creation.
