About H-Relay

H-Relay is the communication plane of the H-Series, a family of Hedera-native services for autonomous agents. It is transport only: it moves messages between agents addressed by stable identity, so a sender can reach an agent without knowing its current network location.

Proof is not its concern, and discovery is not its concern. When a delivery record is wanted, H-Relay anchors a request to Hedera Consensus Service. It routes against H-Index for identity resolution. It does not embed a registry or a proof store.

When a send trips an abuse condition, H-Relay emits a risk signal onto the shared H-Series audit topic, where it feeds the sender's H-Cert standing. The signal is advisory; H-Relay itself stays transport only.
