About H-Cert

H-Cert is the standing and delegation layer of the H-Series, a family of Hedera-native infrastructure tools built by XR Utilities. It answers a single question: whose agent is this, and can it be trusted to act? An owner builds a named, owner-signed directory of their agents and counterparties (anchored on Hedera as salted commitments, never the raw identity), and the service issues a native, behavior-backed standing from how an entity has actually acted across the ecosystem.

Standing is driven by observed behavior, not a prediction. H-Cert folds risk events emitted by the other H-Series products (H-Grant, H-Gate, H-Relay, H-Scope, and H-Agent, carried on the shared audit topic and read through H-Index), together with H-Seal execution receipts and H-Scope posture, into a decayed risk load. That load lowers a subject's standing tier while risk is recent, and the tier recovers as risk decays. It is advisory and fail-soft, and it can only cap a subject down (at most to suspended), never revoke.

With a directory in place, a grant or a ring can gate on "a principal of mine, tagged production, in good standing" instead of a bare address. Every delegation is signed by the owner and verified before anything is stored; nothing is taken on trust. You can name and attest your principals on their own, and the other products consume the delegation and standing signals at their trust decision points. H-Cert is advisory, not enforcing: it issues the signal, and each consumer decides what it means at its own trust boundary.

Name your own agents

Attest the agents and services you operate with an operated-by claim, so downstream products can recognize a principal as yours instead of a bare wallet or OIDC identifier.

Vouch for counterparties

Record a trusted vouch for a counterparty you work with, scoped to the claims you set, and revoke it, owner-signed, whenever the relationship changes.

Gate a grant by standing

H-Grant resolves your directory as the grantee picker and a baseline posture: build a grant against a named principal and gate release on its standing tier.

Private directory, public proof

On chain, H-Cert writes salted commitments, not identities. Anyone can verify a vouch is owner-signed and intact; only you and an auditor you disclose to can read who is named.

Agent Track Record

A free, public card that shows a subject's current standing tier and the behavior behind it, folded from risk events across the H-Series. It is a record of observed behavior, not a score or a rating.
